The design of the heatsink itself raises some questions to me. For one, the base seems to be quite thick. I don't have the resources to check the effectiveness of a given heatsink design in a scientific manner, but I do have a rich experience when it comes to air-cooled CPU's. Something tells me the design would perform better with about half the base thickness, and some added height to the fins. There's a total of 29 fins on the heatsink and the fins themselves are placed pretty tight together.
